Bhutan Hands Part of Its Sovereign Bitcoin to a Canadian Manager, Without Saying How Much

Bhutan’s Gelephu Mindfulness City has appointed Canadian digital asset manager 3iQ to oversee a mandate backed by part of its Bitcoin treasury, as the special administrative region pushes to establish itself as a digital asset investment hub.

It is an unusual arrangement. Sovereign Bitcoin held by a state is normally held by that state. This puts a portion of it under the management of a private firm on another continent, and the terms have not been made public.

What the Deal Covers

Under the strategic partnership, 3iQ will manage an undisclosed portion of the Bitcoin earmarked to fund Gelephu’s development. The firm has also committed to establishing a long-term physical presence inside the city, investing in local talent, and delivering training and knowledge transfer programmes.

Neither party disclosed the amount placed under management, the custody arrangements, or whether the mandate permits lending, derivatives or other yield-generating strategies.

That last omission is the one that matters most. A mandate limited to holding and safeguarding Bitcoin carries roughly the risk the state already had. A mandate that permits lending it out or writing derivatives against it introduces counterparty risk to sovereign assets, and there is no public information indicating which of the two this is.

Background: The 10,000 Bitcoin Pledge

In December 2025, Bhutan announced that up to 10,000 Bitcoin from the country’s national holdings would be allocated to support Gelephu. The 3iQ agreement is the next phase of that plan, moving from an announcement of intent toward active management of the reserve.

At Bitcoin’s price of roughly $64,800 on Friday, that 10,000 ceiling would be worth close to $650 million. For a country of Bhutan’s size, that is a substantial national position, and it is against that backdrop that the undisclosed mandate size becomes a live question rather than a routine omission. The portion handed to 3iQ could be a small pilot allocation or a significant share. Nobody outside the two parties knows.

What the Parties Said

3iQ CEO Pascal St-Jean said the firm would bring institutional discipline to the mandate and help deploy Bhutan’s capital ‘responsibly, transparently and for the long term.’

Gelephu board director Jigdrel Singay described 3iQ as one of the city’s founding institutional partners. Both organisations said further milestones would be announced as Gelephu works to position itself as a digital offshore financial centre focused on innovation, sustainability, and institutional asset management.

Gelephu’s Wider Ambitions

Gelephu Mindfulness City is Bhutan’s flagship special administrative region, designed from the ground up as a technology and finance hub. Attracting an institutional Bitcoin manager of 3iQ’s profile fits the city’s stated goal of drawing regulated digital asset firms and building credible offshore financial infrastructure.

It is worth reading ‘digital offshore financial centre’ plainly. Gelephu is competing for crypto business on speed and ease of licensing, which is a legitimate development strategy for a small landlocked country with hydropower and few other export advantages. It is also the model that has produced problems in other jurisdictions when the pace of licensing has outrun the supervision behind it. Which version Gelephu becomes will be visible in what it discloses, and this first mandate discloses very little.

For now the substance is a signed partnership, an office commitment and a promise of further milestones. Those are real, and they are not yet the same as a governed, transparent sovereign treasury operation.

A named institutional manager taking on a sovereign Bitcoin mandate is a meaningful step for Gelephu's credibility, and 3iQ committing to a physical presence suggests something more durable than a press release. The catch is that the size, the custody arrangements and whether the mandate permits lending are all undisclosed, which leaves no way to judge how much sovereign Bitcoin is now exposed to a private counterparty.
